The 9th Regional Training Course
on
Effective Countermeasures against Drug Offenses
and Advancement of Criminal Justice Administration
January 15 - 26, 2001             
          Office of the Narcotics Control Board (ONCB) in cooperation with United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI) with the support of the Royal Thai Government (Department of Technical and Economic Cooperation : DTEC) and the Government of Japan (The Japan International Cooperation Agency : JICA) will conduct the Ninth Regional Training Course on Effective Countermeasures against Drug Offenses and Advancement of Criminal Justice Administration during January 15 - 26, 2001 in the Kingdom of Thailand.
I. Purpose of the Course
          The illicit trafficking of narcotic drugs and psychotropic substances is considered a crucial crime against humanity. It cuts through all classes and age barriers and affects the adults, youths and children from a variety of socio-economic backgrounds. There is scarcely a country that remains unaffected by this drug menace. Only concerted cooperation among the international community can defeat the menace of narcotic drugs.
           The purpose of this course is to conduct an overall examination and evaluation of the problems of drug production, abuse, trafficking, handling of its profits, prevention and control of them in the countries of Asia and Pacific region, with analysis in theory and fact, as well as planning of feasible and effective regional solution.
           The course is also intended to assist each country in its efforts to translate the UN Convention against Illicit Traffic of Narcotic Drugs and Psychotropic Substances 1988 into domestic legislation and to strengthen the international cooperation among countries in the Asia and Pacific region.

II. Invited Countries
           The Governments of the following countries will be invited to nominate their applicants for the course: Bangladesh, Bhutan, Cambodia, China, India, Indonesia, Republic of Korea, Lao PDR, Malaysia, Mongolia, Myanmar, Nepal, Pakistan, Papua New Guinea, Philippines, Sri Lanka, Vietnam and Thailand. The Number of participants from the invited countries shall not exceed eighteen (18) in total, and the number of participants from Thailand should not be exceeded two (2).

III. Venue and Dates
           The training course will be held at the Office of the Narcotics Control Board on January 15-26, 2001.

V. Course Content
            The main programme for the training are as follows:
a) Lectures
            The course will be presented by number of resourceful lectures. Specialists and experts from various international organizations and UNAFEI will be invited to give lectures on subjects related to the training theme.
            The subjects for the lectures are as follows :
             - Actual situation on illicit drug trafficking and effective countermeasures against drug offenses
             - Implementation of the 1988 UN Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances
             - Mutual legal assistance
             - Treatment of drug-abused offenders and drug abusers in Asia and the Pacific Region
             - Asset forfeiture
             - Financial investigation techniques
             - Controlled delivery
             - International cooperation against drug trafficking by Interpol

b) Panel Discussion
             The course provides 3 sessions of panel discussion for participants to make the presentation as well as discussion on specific issues. This is for the exchange of views and experiences of each individual participants. The issues for the open forum will be as follows:
              1. Asset forfeiture
                  Review on the advancement on the use of asset forfeiture measures in each country :
                  1.1 Law
                  1.2 Investigation
                  1.3 International cooperation on asset forfeiture
              2. Financial investigation techniques
                  Review on the advancement of each country on the use of financial investigation techniques :
                  2.1 Law
                  2.2 Use of investigation techniques
                  2.3 International cooperation on financial investigation techniques
              3. Drug precursor and chemical control
                   Review on the advancement of each country on the use of precursor and chemical control :
                  3.1 Law
                  3.2 Use of investigation techniques
                  3.3 International cooperation on drug precursor and chemical control
c) Group Workshops
               Participants will be divided into small groups to exchange views and experiences on selected issues. Each group is expected to make the conclusion and report of the discussion. The issues for the group workshops is the International Cooperation.

                     - Joint operation (CD, joint investigation, etc.)
d) Country Report
               Participant from each country is requested to submit a country report and present it orally. The country report highlights on actual situation of drug trafficking as well as effective countermeasures taken by each country (15-20 minutes for each country). Overhead projector, slide projector, and video cassette player are available for participants.
               Content of country report:
                   • Situation of drug trafficking in each country:
                       -Problems of drug production, trafficking, smuggling, and epidemiology.
                       -Smuggling routes and concealment
                       -Flow of money in drug business
                       -Problems/obstacles in the suppression
                   • Countermeasures taken by each country:
                       - Asset forfeiture (laws, progress of implementation, problems/obstacles)
                       -Controlled delivery (possibility of using country, problems/obstacles)
                       -Precursor and chemical control (control measures, progress of implementation, problems/obstacles)
                   • Government policy:
                       -Focal point and concerned agencies that carry out narcotic control work.
                       -Role and responsibility of participant or your agency with particular emphasis on narcotic relate to activities.
e) Field Trip
               Participants will have an opportunity to visit and observe selected drug control authorities of the Royal Thai Government in Bangkok and Chiang Mai.

VI. Applicant Qualifications
                Applicants are:
                (1) to be nominated by their government in accordance with the application procedures as indicated in the section VII,
                (2) to be under fifty (50) years of age, however, to be under forty-five (45) years of age is more preferable,
                (3) to be university graduates, or to have the equivalent academic background,
                (4) to be senior narcotics law enforcement officers who are presently engaged in criminal justice administration, or other responsibilities relating to the prevention and control of drug offenses.
                (5) to have practical experience in the related fields, however, to have at least of 5 years of experience is more preferable,
                (6) to have a good command of spoken and written English,
                (7) to be in good health to participate enthusiastically in all course activities, and should have a health certificate issued by an authorized physician. This certificate is required to the application form. Pregnancy is regarded as a disqualifying for participation in the course.

VII. Application Procedures
               (1) A government desiring to nominate an applicant for the course should fill in and return three copies of the Nomination Form for each applicant to the Royal Thai Government through the Royal Thai Embassy or Consular Representative in their countries by 30 October 2000.
               (2) The Department of Technical and Economic Cooperation, will inform the authority concerned of the nominating government whether or not the nominees are acceptable in the course not later than 4 weeks before the course commencement.

VIII. Fellowships
               The following allowance and expenses will be borne by the Royal Thai Government and Government of Japan (JICA):
                (1) Round-trip economy class air ticket to and from the International Airport and Bangkok, designated by DTEC will be issued to the approved participant. One way air ticket will be sent to the participant in advance by the representative of the Thai Airways International LTD., or through national airline office in the participant's country. A return air ticket will be issued to each participant on week prior to the course completion. Those who buy the air tickets by themselves should take their own full responsibility, the expenses of which could not be reimbursed from the course management.
                (2) Living allowance at the rate of 500 Baht (US$ 1 @ 40 Baht) per day will be paid to the participant on arrival in Bangkok. This living allowance is for food, local transportation and other personal daily expenses. The accommodation will be provided by DTEC. However, each participant is suggested to have a pocket money for a few days expenses prior to the allowance paid by the Royal Thai Government.
                (3) In accordance with relevant regulation, free minor medical treatment will be provided for participant who becomes ill during his/her stay in Thailand.
                (4) In case of authorized field trip, transportation will be provided by the Royal Thai Government.

IX. Facilities
                The following facilities will be provided by the Royal Thai Government through the Department of Technical and Economic Cooperation:
                 - Arrangement for the training programme.
                 - Tax clearance including the arrangement for the extension of the permit to stay in Thailand.
                 - Orientations (briefing upon arrival).
                 - Accommodation reservation.

X. Traveling and Accommodation
                (1) Participants are required to arrive in Thailand on the date as designated by the DTEC after its confirmation of acceptance. However, it will be finally confirmed through the air tickets sent to the participants.
                (2) Participants are requested to confirm the flight details and date of arrival in Bangkok to the DTEC at least 3 days before the course commencement.
                (3) Participants should assume responsibility for other expenses occurred during travel between the participants' home countries and Thailand.
                (4) Participants shall make their own arrangements for any financial matters of private nature not provided for by DTEC.
                (5) Upon arrival at Bangkok International Airport, participants will be met by a representative of the DTEC. If not, each participant must take the airport limousine at the airport to the reserved hotel, the Century Park Hotel, 9 Ratchaprarop Road, Bangkok 10400, Thailand, Tel.: (662) 246-7800 through 9, 248-2550 through 9 Fax : (662) 246-7197. The payment for limousine service could be reimbursed afterwards.
                Participants who do not follow this suggestion should take their own responsibilities. Necessary care of the participants, thereafter, will be taken by the DTEC and the ONCB throughout the course duration.
                (6) (A) Prior to the arrival in Thailand, all participants must first obtain the appropriate visas from the Royal Thai Embassy or Consular Representative in their countries.
                      (B) Those, who are from countries where the Royal Thai Embassy or Consulate is not available, can apply "The visa on arrival" at Bangkok International Airport upon their arrivals. The advance payment for application fee for "The visa on arrival" is 300 baht* per person which will be reimbursed afterwards. Please be aware that your name in the receipt should be exactly the same as the one in your passport.

XI. Other Information
                (1) Participants are required to enroll strictly on the course schedule.
                (2) Application to change or alter the training subject or to extend the training period will not be accepted.
                (3) Participants are requested not to bring any member of their families. The living allowance paid by the Royal Thai Government is sufficient only to cover normal living expenses for one person. No allowance of any kind will be paid for their dependents.
                (4) For administrative arrangements, participants are requested to provide 4 copies of their photograph attached to their application forms.
                (5) The Royal Thai Government will not be indemnified of liable for accident disability and loss of life resulting from participation in the programme.

XII. Institutional Background
               The ONCB was set up on November 16, 1976, as an Independent Department in the Office of the Prime Minister by the provision of the narcotics control act of 1976. The ONCB is responsible for carrying out all activities in accordance with the resolution of the NCB, and also acts as the central coordinating agency in all matters pertaining to narcotics prevention and suppression. The details are as the following :
               1. To give recommendations to the NCB on policies, measures, plans and projects concerning narcotics control.
               2. To coordinate and encourage the performances of the government agencies concerned in narcotics control.
               3. To follow up and evaluate the implementation of the plans and projects on narcotics prevention and suppression.
               4. To recommend to the NCB an improvement in the performance of services, work plans or projects of the government agencies concerned in narcotics prevention and suppression.
               5. To follow up and report the results of the investigation and prosecution of narcotics offenses.
               6. To encourage and support other agencies concerned both of private and government sections to work more effectively.
               7. To carry out work concerning with preventing and solving narcotic problems as assigned by the NCB.
