1993 MOU Signatory Countries Meeting in Myanmar, 9-11 May 2001

The Central Committee for Drug Abuse Control (CCDAC) and the Myanma government hosted the Senior Officials Committee Meeting and Ministerial Meeting of six MOU signatory countries and UNDCP, during 9-10 May 2001 and 11 May 2001, respectively. Ministers and high level officials from each of the six countries gathered in Yangon for a three-day round of bilateral and multilateral meetings to take stock of progress made in subregional drug control operations and discussed ways of further strengthening their efforts in the fight against illicit drugs and drug-related crimes.

The meeting addressed progress made under the action plan projects in the field of drug abuse control, reduction of illegal drug production and trafficking, law enforcement cooperation and also discussed further collective efforts to be launched at the cross-border, bilateral, and regional levels. In addition, issues on cross-border law enforcement co-operation, legal co-operation, precursor chemical control, the increasing of synthetic drugs trafficking and abuse; especially, methamphetamines, drug control advocacy and capacity strengthening, the spread of HIV/AIDS through injecting drug-use group, as well as, rural drug demand and poverty reduction were other topics that had been granted high concerns. The participants discussed and agreed on some basic principles of country partnership and co-operative advocacy programmes to strengthen governments' ownership of international programmes and civil society's awareness and participation.

The meeting also elaborated in more details on the success of the development of a structure for law enforcement cooperation along the Chinese border to Myanmar, Lao PDR and Vietnam. The cooperation supported by UNDCP projects has resulted in successful joint operations against drug trafficker kingpins. At the conclusion, the meeting approved a revised Subregional Action Plan reflecting the discussed concerns and a new regional project on "Precursor Chemical Control in East Asia."
