Argentina
The Government of the Kingdom of Thailand and the Government of the Republic
of Argentina signed the Memorandum of Understanding on the Cooperation
in Narcotics Control and Psychotropic Substances on February 19, 1997,
in Bangkok. |

Australia
For the past decades, the Australian Government provided
hundreds of training courses and international meetings for Thai officers
as well as intelligence equipments for Thai authorities. Outstanding contribution
was the assistance to ONCB computer project which is a long-term project
(1980-1993) at the value of AUS$ 17million. In addition,Australia has
appointed her drug liaison(s) to Thailand.

Canada
Financial assistance was provided for Thai/Canada Highland
Development Project during 1980-1983 and Sam Mun Highland Development Project
(1987-1992) through UNFDAC (UNODC). Other assistances included vehicles
and fellowships to observe narcotic law enforcement activities in Canada.

Cambodia
The Government of the Kingdom of Thailand and the
Government of the Kingdom of the Cambodia signed the Memorandum of Understanding
on the Cooperation in Narcotics Drugs, Psychotropic Substances and Precursor
Chemicals Control on May 16, 1998, in Bangkok.
Thailand and Cambodia had shown a strong intention on
drug control operation by siegning the MOU on drug control between the
two countries. Consequently, the High Level Cambodia – Thailand
Drug Control Meeting was held in Cambodia during 14 – 17 December
1998. The meeting agreed on the following cooperation:

Furthermore, ONCB and NACD have agreed to extend Thai-Cambodian mutual

ASEAN and 1993 MOU (7-party) umbrellas. |

China
The Government of the Kingdom of Thailand and the Government of the People's
Republic of China signed the Memorandum of Understanding on the Cooperation
in Narcotics Drugs, Psychotropic Substances and Precursor Chemicals Control
on October 10, 2000, in Bangkok.
Thailand and China have appointed their drug liaisons
to be stationed in their countries as diplomatic reciprocal.

France
France had provided assistances on the Project on
Survey of Narcotics Plantations Using SPOT Data during 1987-1992. Moreover,
during 1983-1984, numbers of training and study visit fellowships in France
had been granted to Thai officers. Recently, Thailand received the support
from the French Government and the SPOT Image in establishing the Regional
Remote Sensing and GIS Training Centre in Chiang Mai. This will be the
Training Centre for neighbouring countries to learn the technology for
improving their own narcotic crop control programme. Thailand is ready
to share our experience and expertise in this field. In addition, France
has appointed her drug liaison(s) to Thailand. |

For the past dacades, the Federal Republic of Germany
provided remarkable suppors and assistances to Thailand, such as:
- Thai-German Highland Development Project (1981 – 1994).

- Integrated Pocket Area Development Project through UNDCP (1991-1994)

Italy
The Comunita Incotro, an Italian non-profit organization,
provided assistance to establish the Comunita Incontro Centre for drug
addicts in 1991. The Italian Government also provided assistance for the
following projects through UNFDAC:

Centre (1986-1990)
2. Development of a Pilot Programme
for Vocational/Social Reintegration for Persons with Drug Abuse-Related
Problems (1987-1988)

Japan
Thailand received the support from the Japanese Government
and the NPA for the initiation of the project on ‘Drug Analysis
and Identification’ and ‘Drug Profiling/Signature Analysis’.
The objective of the project is to develop and enhance the capability
of its forensic scientific laboratory in drug analysis with the expectation
to utilize it as an effective means to support drug law enforcement and
intelligence. The project was expanded to cover neighbouring countries
namely, Cambodia, Lao PDR, Myanmar and Vietnam under the Regional Project
on Capacity Building of Drug Analysis for Improvement of Drug Law Enforcement,
CLMV. Regional training courses and seminar were organized.
Moreover, Thailand received the fellowship from Japan International Cooperation
Agency to send officers to attend the Seminar on Drug Control Offences
in Tokyo and received the fellowship from Japan International Cooperation
of Welfare Services (JICWELS) to send an officer to attend the Study Programme
for Overseas Experts on Drug Abuse and Narcotics Control.

Police Major General Somchart Swangnetr, Deputy
Secretary-General of the Narcotics Control Board of Thailand welcomed the
Kazakh delegation led by Mr. Alexander Chaus, Vice Chairman of the Committee
on Combating Narcotic Drugs Business and Control over Traffic of Narcotic
Drugs, Ministry of Internal Affairs to the ONCB. The delegation came over,
as invited by the ONCB, for a meeting with representatives from Thai relevant
agencies to conclude a draft Memorandum of Understanding between the Government
of the Kingdom of Thailand and the Government of the Republic of Kazakhstan
about Reciprocal Cooperation in Struggle against Illegal Circulation and
Abuse of Narcotic Means, Psychotropic Substances, their Analogues and Precursors.
The MOU was firstly proposed by the Republic of Kazakhstan in 2000 to Thailand
for consideration. Since both countries generally agreed that international
cooperation is one of an important and effective instruments in combating
narcotic drugs, psychotropic substances, as well as precursors and essential
chemicals and the practice also complies with the international narcotics
control treaties, conventions, meeting, therefore, was convened with amicably
atmosphere and came to conclusion of a common draft of the MOU. The meeting
also expected the signing of the MOU by both countries soon. |

In 1977, Pol.Gen. Pow Sarasin, (former) Secretary-General,
NCB, and Dato’ Abdul Raman Bin Ismail, (former) Commissioner of
Royal Malaysian Police, had settled the annual meeting on narcotics control
cooperation between Malaysia and Thailand will be held and taken turn
by each country once a year. Moreover, the Narcotics Department, Royal
Malaysia Police and the Office of the Narcotics Control Board of Thailand
may call upon the Working Group Meeting between their organizations occasionary
or whenever necessary arises.

Mr. Vladimir V. Pronin, Consul of the Embassy of Russian Federation met
Pol.Maj.Gen.Somchart Sawangnetr, Deputy Secretary-General of the Narcotics
Control Board to discuss about the draft MOU between the Government of
Thailand and Government of the Russian Federation on Cooperation in Combating
Illicit Traffic in and Abuse of Narcotic Drugs and Psychotropic Substances
and Diversion of Precursor and Essential Chemical at the ONCB. The meeting
was concluded with the fruitful recommendations and suggestions. Both
sides agreed in principle that the MOU should be finalized as soon as
possible since it would be a first good step for mutual cooperation in
fighting against drug menace in the future. |

International Organization of Good Templars (IOGT),

at Thanyarak Hospital. Assistance was also provided for the Extended Pilot
Programme for Vocational/Social Reintegration (1988 - 1989) through UNFDAC.

Annually, numbers of study tour are arranged for Vietnamese
officers in order to illustrate Thai narcotics control achievements and
experiences as to broaden their knowledge and idea. Moreover, relationships
between the two Kingdoms will be strengthen. Interpersonal relations among
the two-country officers will be promoted.
