Thailand organized the first Senior Officials
and the first Ministerial Meetings of Pentalateral Cooperation
on Drug Control among China, India, Lao PDR, Myanmar and Thailand
on 22-24 July 2003 in Chiang Rai. The Senior Officials Meeting
was held on July 22 – 23, 2003 under the chairmanship of
Police Leiutenant General Chidchai Vanasatidya, Secretary-General
of the Narcotics Control Board prior to the Ministerial Meeting
and was attended by the senior officials working on drug control
of China, India, Lao PDR, Myanmar and Thailand.
The Ministerial Meeting on 24 July 2003 was chaired by H.E. Mr.
Phongthep Thepkanjana, Minister of Justice and was attended by
H.E. Mr.Luo Feng, Vice Commissioner of National Narcotics Control
Commission (NNCC), and Vice Minister to the Ministry of Public
Security, China, H.E. Mr. Shri I.D. Swami, Minister of State for
Home Affairs, India, H.E. Mr. Soubanh Srithirath, Minister to
the President’s Office and Chariman of the Lao National
Commission for Drug Control and Supervision, Lao PDR and H.E.
Colonel Tin Hlaing, Minister of Ministry of Home Affairs, and
Chairman of Central Committee for drug Abuse Control (CCDAC) of
Myanmar.
As a matter of fact, Thailand has been attempting
to restore Golden Triangle Plateau, Thailand - Lao PDR - Myanmar
remote border rims where most of the world's opium is harvested
and processed, to be freed from drugs since the past decade. In
1992, Thailand had hosted the first meeting of Thailand/Lao
PDR/Myanmar Cooperation on Drugs Control to established
an embarkation on mutual cooperation among competent authorities
of three most neigboured counties that share their borders adjacent
to the above mentioned area. Nevertheless, Thailand had invited
China to be an alliance as to strengthen and broaden the coverage
on mutual drugs control operation to this sub-region, the first
meeting of Thailand, Myanmar,
Lao PDR, and China Cooperation on Drug Control has
been convened in 2001.
